I actually do have a question. Is this one of those, "whatever you send in becomes sole properpty of _________"? I'll probably end up wanting to put whatever I make in my portfolio, just wanted to know if that's the case here like some other places on the net.

Only thing concerning copyright and so on is that by entering you give permission for us to use the graphic in our site in any way we wish. Saying that, credit will be given and you are free to use it for any of your own reasons.

what does this mean

By that I simply mean is cannot be something which the producer knows will provoke a negative reaction from others. So pictures with Eminem having homosexual sex poster won't be it would anger fans for example.
