depends on what you classify as 'surprise' really. theres not a doubt in my mind that the US has performed terrorists attacks against other countries but i was just proving that what happened in boston was a terrorist attack whether or not it was done by an american or a foreigner

a terrorist attack a really broad term. it doesnt have to include bombs, foreign people or even deaths. if a person walks out in public and, out of no where, stabs a targeted person that could be classified as a terrorist attack.
