How can you stop people from masterbating?...And isn't masterbating technically safer than having sex? No risk of disease or pregnancy so I don't really see the problem.

It's an attempt to call attention to the way conservatives, who are mostly men, seem determined to dictate what is acceptable and what is not when it comes to women's reproductive health. It's a clever tactic, really.
