I usually take "filler" to mean something the rapper put together quickly just to fill the album up. Not a single track on SSLP was filler, by that definition. Particularly this one...that sort of sharp storytelling combined with detailed rhyme schemes requires a lot of thought.
The funny lines/jokes/cool rhymes on SSLP were collected and gathered over a period of 3-4 years...he didn't shit any of the songs out. He slaved over them for 3 years, in between shifts of washing dishes and changing baby diapers.
