It's a European film

I can see that, with a Vespa had to be an European movie lol just don't know what movie is that from

The guy on the Vespa happens to be also the director of the film. He usually does that: he writes the script, directs the film and keeps the main character for himself.
He presented this film at one of the main European film festivals and won the prize for the best director. However, he didn't manage to get the top prize because it went to a film directed by one the most beloved directors on this forum.
Few years later, the guy on the Vespa went back to same festival and he did win the top prize with a very sad but beautiful film.
