The whole thing is just very disturbing. There are many things that point to something more sinister going on but at the same time there are plenty of points to validate that he was just some lone nut. I have no opinion on this for now, not enough facts are out. One thing is for sure though, if you think Manchurian Candidates are a thing of the past you are delusional. Old habits die hard.

This has all the problems of your run of the mill conspiracy theory, with the added strain of relying on "mind-altering neuroscience" to explain the fact that the guy did the thing in the first place. I'll try to run through this the best I can, but I'm on my phone so I might have some spelling and formatting errors that I'll have to leave there.

His Behavior:

So, he's either a highly intelligent man that suffers from some mental instability, or he's been brainwashed to the point that he's willing to abandon all normal life to kill and take the fall for a crime he was sent to do by the government? Both ideas have some logical problems, I'm sure, but lunatics are out there. It's not that hard to imagine...maybe not as hard as mind altering neuroscience of the kind of sophistication that would be required here.

His Equipment/Training:

How on earth could a civilian pull off something so sophisticated? They would have to be very smart, that's for sure. Certainly not the dimwitted type of fellow you'd find working on a PhD...wait, what? Look, this man is obviously not lacking in brains, and anyone could find the type of information online that would allow them to rig up some explosives with attainable materials, and anyone that can weild a rifle can fire into a large crowd and do what he did. It's like shooting fish in a barrel...except exponentially easier, I'm sure.

Some of his equipment may be out of reach for some, but as has been mentioned, he most likely had a line of credit via student loans. If nothing else, when you want to do something like this, you'll find a way no matter what. The materials themselves aren't that hard to find, if you know where to look. The guns are in stores, and the armor can be purchased online or made using salvaged materials. Seriously, any one of us could buy just about anything on the darkweb. Peel that onion until the tears come, and you'll understand.

Government Motive:

This one is at the heart of most conspiracies. The government would benefit! Well, I don't think something like this is necessary, nor will it be effective. The UN treaty must both be signed and then ratified by the Senate for the US to join. While a left leaning Senate is an easier sell on gun control than the House, even something like this won't get a ratification. Not a chance in hell. Liberals aren't the boogiemen that conservative conspiracy theorists seem to imagine, and they certainly won't risk their careers ratifying a treaty that clearly conflicts with the constitution in a very direct way.

Also, the FBI terror operations use fake munitions, and are more akin to entrapment than actual plotting. Entrapment is deplorable enough, but it's not what's being insinuated here. Fast And Furious is debatable, but even that's not as sinister as what's supposedly happening here. The government is shady, but they don't usually operate so bluntly for a goal that would still be unattainable.

Look, believe whatever you want, but this guy appears to have been a sick bastard that used his high intelligence and the resources at hand to commit an atrocious crime against wholly innocent people, causing irreparable damage to countless families and their communities. That's bad enough. I see no reason to change the conversation from that to another weak attack on the United States government. They should answer to the numerous things they ACTUALLY have done, not the destructive actions of others.
