It's useless, meaningless, dumb and a waste of a good beat, in other words, it's genius.
I mean, it perfectly sums up the whole Encore attitude.
Em here is lazy, has a drugged up voice, and is rapping about absolutely nothing, but he's doing it with his usual writing skills. So basically this song describes the Encore album.
The only difference from, let's say, My First Single or Big Weenie, is that here Em is doing it all on purpose, and this song has some hilarious moments:
The second verse is just randomly babbling about nothing, the whole lesbian, bisexual sex thing is funny as hell, and Dre saying just "Yeah" is hilarious. After that we got that even-more-random thing about gay sex in football. I mean, how do you even think of putting those lines into a song?
Then of course there's the whole repeating-the-same-things-I've-said thing:
"You find me offensive, I find you offensive
Shit this is the same verse, I just did this"
"That I'd be the bad guy, kryptonite, the green chronic
[...]
I am the bad guy, kryptonite, the green chronic"
And there are more funny and/or genius moments, but I'm too lazy to write them.
