I have the same problem don't know how to fix it though.

I can talk on skype on my phone, maybe you should download skype for mobile... not Ideal though I remember I dialed basedshady without knowing and he's like Pain I can hear you breathing and I was like oh shit, quite embarrassing lel.

It happened to me as well.
I tried everything and then in turned out I just had to reinstall Skype. For some reason it wasn't working with the old installation I had. My PC is weird though. It has some BIOS problems and I have to change the motherboard battery pretty often for it to work without problems.
Anyway if that doesn't work try borrowing a new mic, maybe another one gets recognized.
